Tim Collins is a partner at Collins, Dobkin and Miller, LLP and an Adjunct faculty member at PACE University.  From 1987-91, he served as the Executive Director of the NYC Rent Guideline Board (RGB) which is responsible for establishing rent adjustments for the approximately one million dwelling units subject to the Rent Stabilization Law in New York City.  The Board holds annual series of public meetings and hearings to consider research from staff, and testimony from owners, tenants, advocacy groups and industry experts.  Mr. Collins was also an Assistant Counsel at the New York City Department of Housing Preservation & Development (HPD), office of Rent and Housing Maintenance and an Assistant Attorney General at the New York State Department of Law, Real Estate Financing Bureau.
 
Mr. Collins has been a Guest Speaker at several noteworthy institutions including New York Law School, the City University of New York Graduate Center, Northwestern University Pritzger School of Law, West Point Military Academy and at Yeshiva University/Benjamin Cardozo School of Law. Mr. Collins has also represented multiple tenant organizations and individuals, often pro bono in high impact litigation, including the P.A.’L.A.N.T.E. Harlem’s grassroots tenants’ association. 
 
Tim Collins has authored several publications including the Rent Regulation in New York: Myths & Facts (Second Edition 2009), An Introduction to the Rent Guidelines Board and the Rent Stabilization System and Forced Subsidies under Rent Regulation Finding a Regulatory Taking where Legal Fictions Collide.  Tim Collins sits on the Board of P.A.’L.A.N.T.E. Harlem.
